Panel Discussion: Will National Plans Achieve Transport Emissions Targets across Europe?

Thursday, 7 September, 8:45 – 9:45 at ETC 2023

Transport is one of the hardest sectors to decarbonise. Based on analysis of current policies and plans, the International Transport Forum estimated in May 2023 that there will have been almost no reduction in transport emissions with over 10 billion tonnes of CO2 emissions from transport every year until 2050 under current plans, compared with the cut to less than 2.5 billion that would be needed to meet UN Paris Agreement targets.

Current approaches are sufficient only to mitigate for the rising demand for transport - falling far short of what is needed - but across Europe, many countries have set ambitious targets for emissions reduction consistent with the commitments each country has made under the Paris Agreement.

This plenary session will look at how to close the gap between policy rhetoric and reality. The panel discussing this topic includes policy makers and analysts.

  • Filip Boelaert, Secretary General, Department of Mobility and Public Works, Flanders (BE)

  • Amanda Rowlatt, Chief Analyst, Analysis and Science Directorate, Department for Transport (UK)

  • Dr. John Martin - Head of Climate Engagement and Governance, Department of Transport (IE)

  • Dr. Francesco Petracchini, Director Consiglio Nazionale della Richerche (CNR), Istituto Sull’Inquinamento Atmosferico (IT)

  • Professor Thierry Vanelslander, Dept of Transport & Regional Economics (TPR), University of Antwerp (BE)

The session will be Chaired by Conall Mac Aongusa, Member of AET Board (IE), and the discussion session will be moderated by Vladimir Momcilovic, Associate Professor in University of Belgrade and Chair of the AET Programme Committee for Global Trends in Transport (SB).
