Driving the link between transport planning, people and place to achieve sustainable growth

As transport and spatial planning become increasingly intertwined, the concept of vision-led planning is gaining traction as an important approach to delivering sustainable growth and desirable outcomes. However, translating ambitious place-based visions into practical transport solutions can be challenging in certain geographies where constraints of rurality, peripherality, service provision and engrained travel behaviours inhibit goals.

This webinar explores how transport planning can support thriving communities by placing people and place at the heart of planning and decision making. Jonathan Foster-Clark and Matt Smith from AtkinsRéalis will introduce key concepts in vision-led planning, and outline a theoretical framework to delivering vision-led transport studies. They will then share several real-world examples of vision-led planning in practice, showcasing how theory can have a tangible impact on people and communities.

Speakers’ Information

Chris Cary, Movement and Place, AtkinsRéalis is an AET Transport & Mobility Working Group member.  He has over 24 years’ experience in Transport Planning, working with local authorities, highways operators and private sector clients in both technical and managerial capacities, providing policy, strategy and development planning advice to the transport sector and multi-disciplinary design and engineering projects. His business role focuses on collaborating to ensure project integration of transport planning capability to enhance delivery of infrastructure schemes, providing technical advice on transportation matters for a diverse range of master planning and infrastructure projects in UK and internationally.
Enrica Papa is Professor of Transport Planning at the University of Westminster. Her research focuses on accessibility planning, transport and spatial justice, the 15-minute city, sustainable mobility and people-centred street transformation. She has extensive experience in leading interdisciplinary and international research projects examining how transport and land-use planning can support more accessible, inclusive and sustainable cities. She currently leads the University of Westminster’s work on several major European projects, including JUST STREETS, COMMON_ACCESS and STREET-15, working with universities, local authorities, civil-society organisations and communities across Europe. Her recent research explores street experimentation, School Streets, commoning accessibility, car dependency and the ways in which principles of mobility justice are translated into planning and policy practice.
Jonathan Foster-Clark is a Director within Movement and Place, AtkinsRéalis with over 30 years’ experience in the development of transport programmes to unlock the potential of diverse places, with a strong interest in tackling environmental challenges and delivering more sustainable travel. He is responsible for leading work to decarbonise transport systems and highways and transportation infrastructure. A Chartered Civil Engineer, he is highly experienced in developing place-based strategies, analysis of issues, identification of innovative solutions, appraisal, and building business cases for transformational programmes. Jonathan has worked with a wide range of organisations to develop strategies to support their ambitions, commanding support from a diverse range of stakeholders.
Matt Smith is a Principal Consultant within Movement and Place, AtkinsRéalis. He works at the intersection of transport policy and social research, ensuring the needs of transport users are placed at the heart of strategic decision making. He has recently supported Oxfordshire County Council to develop guidance on delivering vision-led transport studies, supporting people-centric and place-focussed growth across the county. Matt is passionate about people and places having equitable access to transport services and infrastructure, and has previously worked with central, regional and local transport bodies on research and policy to enable more equitable outcomes for disabled people and other protected characteristic groups.
